If your park has more than one dinosaur with the highest star value, you choose which one will move.
If the dinosaur can't move, either because it's already beside the park entrance, or because the next-closest attraction can't have upgrades, then it doesn't move.
After moving (or trying to move) the dinosaur, the location of the dinosaur is assessed. Whether it moved or not, if it is adjacent to the park entrance, it is demolished.
